The next German administration will not change the country's stance on relations with Ankara. The Liberal FDP, which will join the government of Angela Merkel's Conservatives, has said Turkish accession remains a possibility, even if the chancellor's CDU party and her Bavarian allies in the CSU would prefer a 'privileged partnership' with the EU instead of membership.
Liberal and Conservative negotiators decided to stick to the terminology adopted in 2005 under the Conservative-Social Democrat coalition, which is also the phrasing used in negotiations between the EU and Turkey, which refers to "an open-ended process of negotiations" where "the result cannot be guaranteed in advance".
Germany hopes to have a new government in place by 9 November; the 20th anniversary of the fall of the Berlin Wall.
