First, I am sorry to hear that your husband is being deported. Second, he is certainly able to invite a public notary to the prison and grant you power of attorney to sell the car. In such a case, a detailed power of attorney document should solve all problems.
However, if the car was used in any kind of crime or if there are any liens on it, then transferring ownership may be impossible. In such a case, you should first lift the lien or arrest order on the car, and then you will be able to use or sell the car.

Dear Moe, no, it is not true that you have to buy the property of a workplace in order to get a residence permit. I would say that this would make things easier, but it would not guarantee the success of your residence permit application. You should simply apply through the normal residence permit application process, and it should be purely a business decision whether to buy the store or not.
